Install · Streamable HTTP · no auth

Add minutark to your AI

Paste this line into your AI chat "Install minutark.ee MCP". Claude Code and Codex add the server themselves; in ChatGPT and the Claude app, add it in settings — the AI will tell you how. Below is the same installation by hand, client by client, in case you need help installing.

By hand

Need help installing? Installation client by client

Each walkthrough follows the same shape: Prerequisites → One action → Verify (exact prompt + expected cited answer) → Troubleshooting. Every Verify line is a probe case — the docs are tested, never aspirational.

Claude Desktop / Claude Web custom connector

Prerequisites
  • Claude Desktop app (or Claude Web with a custom-connector-capable client)
  • Internet access to https://mcp.minutark.ee
One action

In Claude's settings, add an MCP server with type Streamable HTTP and URL:

https://mcp.minutark.ee/

No authentication, no headers, no API key.

Verify

Prompt: "What does the Estonian Traffic Act (Liiklusseadus, LS) § 13 lõige 3 say?"

Expected answer: A citation to LS § 13 lg 3 with the provision text, the validity window of the version, the data digest, and a link to the official source on riigiteataja.ee.

Troubleshooting

See the common issues below.

ChatGPT

Prerequisites
  • ChatGPT Plus or a higher plan (the free plan has no connectors)
  • A web browser — chatgpt.com. The connector is added on the web; once added it works in the apps too

minutark is not in the official ChatGPT app directory yet; until then the server is added by hand under settings.

One action

Tell ChatGPT "Install minutark.ee MCP" — it adds the server itself and writes the standing instruction below (measured 2026-09-24: a fresh chat then made 9 tool calls, every § right).

By hand: Settings → Plugins → the Add button → Add MCP Server from its dropdown: name minutark. The transport defaults to STDIO — pick Streamable HTTP; only then does the URL field appear:

https://mcp.minutark.ee/

Authentication: none.

Standing instruction

ChatGPT may not use the tool on its own — in our measurements the model only reached for it once the question asked for a citation to the law. Add one sentence under Settings → Personalization → Custom instructions:

For questions about Estonian law, use minutark and cite the sections.

Probe case ID: C4-CHATGPT

Troubleshooting

If the answer carries no citation, look for a visible tool call in the chat (ChatGPT and Claude both show it) and a riigiteataja.ee link in the answer. If neither is there, the tool was not used. See also common issues.

Claude Code

Prerequisites
  • Claude Code CLI installed (npm install -g @anthropic-ai/claude-code)
  • Internet access
One action

Add the MCP server with the claude mcp add command:

claude mcp add --transport http minutark https://mcp.minutark.ee/
Important: the --transport http flag is required. Without it, claude mcp add defaults to stdio transport, which will not reach a remote HTTP server. If you omit it, the server appears in your config but no tools load.

Probe case ID: C4-CLAUDE-CODE

Troubleshooting

If tools do not appear after adding the server, check that you included --transport http. If you already added it without the flag, remove it and re-add:

claude mcp remove minutark
claude mcp add --transport http minutark https://mcp.minutark.ee/

Then restart Claude Code — config is read at launch.

VS Code Copilot

Prerequisites
  • VS Code with the GitHub Copilot Chat extension (v0.22+)
  • Internet access
One action

Create or edit .vscode/mcp.json in your project root:

{
  "servers": {
    "minutark": {
      "type": "http",
      "url": "https://mcp.minutark.ee/"
    }
  }
}

Probe case ID: C4-VSCODE

Troubleshooting

If tools do not appear, restart VS Code — MCP configuration is read at launch. See common issues.

Codex (OpenAI CLI)

Prerequisites
  • Codex CLI, signed in with ChatGPT Plus or higher (or an OpenAI API key)
  • A terminal
One action

Tell Codex "Install minutark.ee MCP" — it does this itself. By hand:

codex mcp add minutark --url https://mcp.minutark.ee/

The same entry in ~/.codex/config.toml: [mcp_servers.minutark] with url = "https://mcp.minutark.ee/". Start a new Codex session — the configuration is read at launch.

Standing instruction

Codex reads ~/.codex/AGENTS.md at the start of every session (Settings → Personalization → Custom instructions writes the same file). Add one sentence so the tool is used without a reminder:

For questions about Estonian law, use minutark and cite the sections.

Probe case ID: C4-CODEX

Troubleshooting

If the tools do not appear, check the output of codex mcp list and start a new session. See common issues.

Cursor

Prerequisites
  • Cursor editor (v0.45+)
  • Internet access
One action

In Cursor settings, add an MCP server with type HTTP and URL:

https://mcp.minutark.ee/

Probe case ID: C4-CURSOR

Troubleshooting

If tools do not appear, restart Cursor — MCP configuration is read at launch. See common issues.

Generic MCP client

Prerequisites
  • Any MCP-compatible client supporting Streamable HTTP transport
  • Internet access
One action

Configure your client with these three lines:

endpoint: https://mcp.minutark.ee/
transport: streamable-http
auth: none

Three tools

Exactly what your assistant sees on the server

Nothing generated, nothing interpreted. Every answer is the text of the law as it stands in Riigi Teataja.

statute

The exact provision by citation. Act, paragraph, subsection, point and date — the answer is the version in force on that day.

Examplestatute(act: "TuMS", paragraph: "4", date: "2027-01-01")

search

Full-text search over the body of every provision. Results are cited provisions; long texts are shortened, statute returns the full text.

Examplesearch(query: "töölepingu ülesütlemine katseajal")

give_feedback

Report a defect or a win straight from the tool. Every report is read. Client not listed? Say so here.

Examplegive_feedback(category: "missing_capability", comment: "…")

Querying

How to query

If you know which act you need, statute(act, paragraph) is exact and never misses — reach for it before search. search takes a few terms in the law's own vocabulary: not a whole sentence, and not a compound the law does not use (pärimisjärjekord returns 0 hits; kolmanda järjekorra pärijad reaches § 12 lg 3 and § 15 lg 1). Never paste the person's situation into the query — that is the service contract (RT-SEARCH-QUERY).

Troubleshooting

Three things that go wrong, and what to do

429 Too Many Requests

Two different limiters can answer with a 429, and they look slightly different:

  • Shared anonymous rate limit — the server's own bucket, shared by everyone who is not signed in. Its 429 always carries a Retry-After: 60 header: wait that long, then retry.
  • Per-IP limit — an edge rule in front of mcp.minutark.ee that counts requests from one address over a 10-second window. Its 429 has a small JSON body; a Retry-After header is guaranteed only on the server's own 429, so if it is missing, wait about ten seconds and retry.

In both cases, slow down: a client that retries in a tight loop keeps hitting the limit.

403 Forbidden

On browser clients. The server checks the Origin header that browsers send. Browser origins are admitted from an allow-list configured for this deployment (the chart's allowedOrigins, mirrored from the platform's route claim); a page served from an origin that is not on the list gets a 403. There is no switch on your side that changes this — the fix is to get your origin added to the list (send a give_feedback report naming the origin, see below). Non-browser clients (Claude Desktop, Claude Code, curl) do not send an Origin header and are not affected.

Tools not appearing

If you have configured the server but its tools do not show up in your client, restart the client application. Most MCP clients read their configuration only at launch time. If the problem persists, verify the server URL is correct and reachable (curl https://mcp.minutark.ee/ should return a response).

Client not listed?

Tell us through the tool itself

If your MCP client isn't covered by the walkthroughs above, file a missing capability report via the give_feedback tool on the same endpoint. Every report is reviewed and helps us expand coverage.

give_feedback(category: "missing_capability", comment: "Add a walkthrough for <your client>")
